ci: Make meson warnings fatal

The Config variable that was removed in the previous commit was
actually wrong (PACKAGE_VERSION vs. GETTEXT_VERSION), so the
substituation didn't work.

Meson warns about this, let's make these warnings fatal to catch
similar issues during CI.
